Customs clearance management is an activity that involves the preparation and presentation of documents that identify, within the scope of customs legislation, the items that will be imported or exported. Under the customs authorities, the figure of a customs broker is the professional who legally represents the importer or the exporter, during these procedures carried out at customs at ports, airports, and frontiers, in order to obtain the release of these items, after the respective tax payments and regulatory surveillance.
Although some customs brokers choose to specialize in specific items, such as those who work mostly with food and beverages, or professionals who work only with chemicals, the most common thing is for customs brokers to keep themselves informed about the customs legislation of the country in which they are located and operate as facilitators and customs interlocutors for any items.
It is known that products that require approval from specific bodies, such as the Ibama (environment national bureau), the Policia Federal (the national police), the MAPA (the ministry of agriculture and livestock), the ANVISA (sanitary and health control bureau, similar to FDA in the US), and so on, may require greater attention to customs clearance, due to flows which, in these cases, may be more extensive.
Customs clearance is a facilitation activity, restricted to customs environments, quite sought after in import and export operations. That is, the broker's role begins when the cargo is available or about to arrive at ports, airports, or frontiers, and ends with its delivery, either for entry or exit from Brazilian territory. Customs clearance is carried out by the customs broker, a professional with technical training and who has passed a specific qualification exam for the performance of his/her function.
